E-Blast: 2020 Census guidelines for youth in care

Dear Providers:

The 2020 Census is Georgia’s chance to be counted. Census results inform the distribution of local, state and federal resources for ten-year periods. On or before April 1, 2020, every home will receive an invitation to participate in the 2020 Census. Responses can be provided online, via phone or email. Your participation in the 2020 Census will help ensure that Georgia receives the resources, representation and support it needs to serve citizens.

Children in foster care can participate in the 2020 Census too. Specific guidelines determine how and where children in foster care will be counted. Generally, their primary residence at the time of the Census will determine how children are counted.

If living in a group facility, foster children will be counted through a separate process called group quarters. Under this process, the appropriate governing entity in the local area will count all impacted children.

If living with a family or other caretaker (even if temporarily), foster children will be counted wherever they spend most of their time. If it is unclear where the child(ren) spends most of their time; their location on April 1, 2020 will determine where they count for the 2020 Census.
